Yes — the finished track is generated in Suno. heygroov is the step before that: it helps you work out what you want, lets you settle the groove by ear, and hands you a prompt to paste into Suno. Suno's free plan is enough to get going.

Yes. Groove WAVs you've downloaded are yours to keep and use regardless of your plan status, including releasing and monetizing tracks made with them. What you can't do is redistribute or resell the source files themselves.
